Proposed a short proof that light wallets could check to spot a block that breaks the size limit.

Light wallets don't download whole blocks, so they can't check a block's size themselves. This set out a short proof, built from pieces of the block, showing that a block is over the size or weight limit. A light wallet could check the proof against the block header it already has.
