Proposed standard payments needing several signatures, built from simple signature checks so more fit in each block.

BIP 11 already did this with one multi-signature command, but that command counts as 20 signature checks towards each block's limit. Building the same payments from single checks counts only one per signature, so more of them could fit in a block.
