BIP process, revised.

Replaced BIP 1 with a clearer, more detailed process for writing, reviewing and accepting BIPs.

This is housekeeping about how changes to Bitcoin are proposed, not a change to Bitcoin itself. It set out the stages a proposal moves through, the editors' duties, how people can comment on a BIP and which licences are allowed. BIP 3 later replaced it.
