Validation of Taproot Scripts.

Sets the rules for the scripts inside Taproot coins, the small programs that decide who can spend them.

This updates Bitcoin's script language for Taproot. Signature checks use Schnorr signatures, a slow multi-signature instruction is replaced by a more efficient one, and some limits are simplified. It also reserves spare instructions so new features can be added cleanly later by soft fork.
