Would add a script instruction that checks a signature on any message, not just on the payment being made.

Bitcoin scripts can check a signature, but only one that signs the spending payment itself. OP_CHECKSIGFROMSTACK would check a Schnorr signature over any piece of data the script supplies, with a given public key. It would be added to Taproot scripts by soft fork.
