Sending Silent Payments with PSBTs.

Would let wallets and signing devices build payments to silent payment addresses using PSBT files.

A silent payment address can't be turned into the final address until all of the payment's inputs are known, which the PSBT format did not allow for. This BIP adds fields and duties so the signer can work out the address and others can check it, so coins aren't sent to the wrong place.
