Proposed a flexible way for wallets to add new levels to their tree of keys whenever they need them.

Earlier standards fixed the layout of a wallet's keys in advance. This scheme reserved the first slot at every level for opening a deeper sub-level, so apps could create sub-accounts and other structures as needed, and share their layouts with each other.
