Dynamic maximum block size by miner vote.

Proposed letting miners vote to raise or lower the maximum block size in small steps, replacing the fixed 1 MB limit.

Miners would write their preferred size into each block they mine. Every 2,016 blocks, when difficulty is adjusted, the limit could move by up to 5% if 75% of those blocks backed it. The author argued that miners feel the effects of block size directly.
