Increase maximum block size.

Proposed raising the maximum block size to 8 MB, then doubling it every two years until 2036.

Payment volume was nearing the 1 MB-per-block limit. This plan grew the limit on a fixed schedule based on block timestamps, ending just above 8 GB. As a hard fork, it needed everyone running a full node to upgrade, or they could reject the larger blocks.
