BIP Classification.

Sorts BIPs into four layers, from the core rules everyone must follow to optional features in apps.

This is housekeeping for the BIP process. Some standards must be followed by everyone for Bitcoin to work, while others are optional. Each BIP is placed in the consensus, peer services, API/RPC or applications layer, and lower layers are harder to agree on and roll out.
