Proposed a shared template format so different wallets build the same scripts from the same keys.

Wallets that work together, for example on a shared wallet that needs two of three keys to spend, often create keys and scripts in different ways and can't match up. Templates based on BIP 32 key paths would make them produce identical results, including for more complex time-locked contracts.
