Lets a node ask its peers to announce new blocks by sending the block's header, a short summary, instead of just its ID.

Before this, a node announced a new block by its ID, and the peer then had to ask for the header separately. Sending the header straight away saves a round of messages and handles changes to the chain more smoothly. This is behind-the-scenes plumbing between nodes.
