Lets a node tell its peers not to announce payments whose fee rate is below a level it sets.

Nodes keep a limited mempool, the waiting area for unconfirmed payments, and turn away low-fee payments that are unlikely to be mined. Telling peers its minimum fee rate means they skip announcing payments it would reject anyway, which saves bandwidth.
