Proposed a more flexible way for miners to signal support for upgrades, with separate thresholds for each one.

BIP 9 let miners signal readiness for a soft fork using bits in each block, with a fixed 95% threshold. This would have let each upgrade set its own threshold, counting period and waiting time, and cover any kind of rule change, not just soft forks.
