Bech32 Encoded Tx Position References.

Would give each confirmed payment a short reference based on where it sits in the blockchain, easier to read out than its ID.

A payment ID is 64 characters long and can be slow for some software to look up. A reference such as tx1:rqqq-qqqq-qwtv-vjr records the block number and the payment's position in it. Unlike an ID it can point to the wrong place if the chain changes, so apps must not show it until a payment has 6 confirmations.
