Normalized TXID.

Proposed a version of the payment ID that ignores signatures, so nobody could change a payment's ID by altering them.

A signer, or someone else, could tweak how a payment was signed, which changed its ID. Any later payment built on the old ID then became invalid. This 'normalised' ID would have left out the signature data, so it stayed the same.
