Address Format for Segregated Witness.

Proposed an address format for segwit payments, written in the same style as older Bitcoin addresses.

Segwit added new kinds of payment, and wallets needed a standard address to receive them directly. This design used the same base58 style as older addresses, with fixed lengths and a version number for future upgrades.
