Proposed two rules to stop anyone relaying a payment from changing the form of its signatures.

Anyone passing a payment along could change a signature into another valid form, without the private key. For payments made without segwit that changes the payment's ID and breaks any unconfirmed payments that depend on it. These rules would have allowed only one form.
