Currency/exchange rate information API.

Proposed a standard way for apps to ask a server for currency exchange rates against bitcoin.

Wallets that show amounts in dollars or other currencies need exchange rates from somewhere. This set out a common set of web requests and replies, so any app could fetch rates from any server that followed it. It did not change how Bitcoin itself works.
