Partially Signed Bitcoin Transaction Format.

Defines PSBT, a standard format for passing an unsigned payment between wallets and devices so each can add its signature.

Before this, each wallet had its own way of handling payments that need more than one signature. PSBT gives them one shared format. It also carries the details a hardware wallet or offline device needs to sign safely without looking up the coins being spent itself.
