Defines tr(), the descriptor for Taproot outputs, covering the main key and an optional tree of other scripts.

Taproot added a new standard output format. A Taproot output can be spent with one key, or by meeting one of several scripts arranged in a tree. tr() lets a descriptor, the text that records which addresses a wallet uses, state both parts.
