Binary Output Descriptors.

Proposed a compact binary file format for passing descriptors, with names and other details, between wallets.

A descriptor written as text has no header software can recognise, no room for details such as a wallet name or start block, and stores keys inefficiently. This BIP reused the PSBT file layout to fix that. It was withdrawn after BIP 393 proposed another way to carry wallet details.
