Silent Payment Output Script Descriptors.

Would add sp(), a descriptor for silent payment wallets, so they can be backed up and restored like other wallets.

Silent payments give each payment its own Taproot address, worked out from the receiver's keys and the sender's inputs. sp() records the receiver's silent payment keys in a standard form, so different wallets can understand them and recover funds using existing descriptor tools.
