BIP-434
Peer Feature Negotiation.
Defines a 'feature' message that nodes send when first connecting, to tell each other which new optional features they support.
Adding a new feature to how nodes talk used to mean raising a shared protocol version number, which needs different software projects to coordinate. With this message, a node can announce any new feature, and peers that don't recognise it simply ignore it rather than disconnecting. It mainly matters to node software developers.
