Would set a standard way for wallets to get rid of tiny unwanted coins by giving their whole value to miners as a fee.

Attackers send tiny amounts, called dust, hoping you'll later spend them with your other coins and link your addresses. Instead of locking dust forever, a wallet would spend it in a payment with no change and a single 'ash' data output. A shared format lets disposals be batched and hides which wallet you use.
