Proposed always including the relay flag in the greeting message nodes exchange, rather than leaving it optional.

BIP 37 added a flag to this first message saying whether a node wants to hear about new payments. Because the flag was optional, the message no longer had a fixed length, which made it harder to read and check reliably.
