BIP-8
Version bits with lock-in by height.
Defines a way to switch on soft forks by counting blocks, with an option to make sure the upgrade locks in by a set point.
BIP 9 used clock times and needed almost every miner to signal support, so a small minority could block an upgrade. BIP 8 counts blocks instead, and can require miners to signal near the deadline so the upgrade is sure to lock in.
