Version bits with timeout and delay.

Lets miners signal support for several soft forks at once, each using its own bit in a block's version number.

An older method could roll out only one upgrade at a time. Here each upgrade locks in once 95% of blocks in a 2,016-block period signal for it on the main network, or gives up after a timeout. After a pause, the bit can be reused for a later upgrade.
