Consensus based block size retargeting algorithm.

Proposed letting miners vote on the block size, with a harder mining target for any miner voting to raise it.

Each miner could vote to change the limit by up to 10%, and every 2,016 blocks the limit would be reset to the middle vote. Voting for a rise meant meeting a tougher difficulty target, a cost meant to stop large miners pushing the size up cheaply.
