'Block75' - Max block size like difficulty.

Proposed adjusting the maximum block size automatically to keep blocks about 75% full on average.

Like the difficulty adjustment, the limit would change every 2,016 blocks, up or down, based on how full recent blocks were. The aim was to keep fees stable and take people out of block size decisions. All software that fully checks blocks would have needed upgrading.
