Lets nodes share segwit payments and blocks, including their signature data, without confusing older nodes.

This is behind-the-scenes plumbing between nodes. Segwit stores signatures in a new place, so nodes need a way to say they support it and to request and pass on that data. Older nodes keep receiving data in the format they understand.
