Mandatory activation of segwit deployment.

Makes nodes reject blocks that don't signal support for segwit during a set period in 2017, to push segwit to switch on.

Segwit was waiting for blocks to signal support for it. For a fixed window, nodes running this rule refuse any block that doesn't signal, which makes the existing segwit upgrade lock in. The rule stops applying once segwit is locked in.
