Proposed a second launch of segwit, backed by users' nodes, that would lock in by a deadline without needing most miners.

Miners had been slow to signal for segwit's first launch. This backup plan would only have run if that attempt failed. It gave users time to prepare and no longer needed most miners to agree, while still letting miners switch segwit on early.
