Duplicate transactions.

Stops a block from including a payment with the same ID as an earlier payment whose coins are not all spent.

Payment IDs were assumed to be unique, but copies were possible, starting with the payment in each block that rewards the miner. An attack using such copies could knock a fully confirmed payment back to one confirmation and risk making it unspendable.
