Pong message.

Lets a node send a ping with a random number and get it back in a pong, to check a connection still works.

Laptops and phones can go to sleep, and busy peers can slow down, leaving connections that look open but no longer respond. Timing the pong helps software spot dead or overloaded peers and pick better ones.
