Disable transaction relay message.

Proposed a message letting a node tell a peer that their connection will only ever carry blocks, never payments.

Some nodes open extra connections just for blocks, which makes the network harder to split and harder to map. The node at the other end couldn't tell such a link would never carry payments. This message would have said so for the whole connection, helping nodes accept more incoming connections.
