WTXID-based transaction relay.

Lets nodes announce and request payments by an ID that covers the whole payment, including its signature data.

Nodes used to name payments by an ID that leaves out the signature data SegWit keeps apart. Because that data can be altered without changing the ID, a node that rejected one version still had to fetch others with the same ID. Using an ID that covers everything removes this waste.
