Custom Services.

Proposed a way for nodes to announce custom add-on services when they connect, without crowding a small shared field.

Developers wanted to try extras on the network, such as support for lighter wallets or new ways to route messages. Without a common framework these could clash. This BIP suggested listing each service by name and version in the first message nodes exchange.
