Connection Bloom filtering.

Lets light wallets ask nodes to send only payments that might matter to them, instead of everything.

Simple wallets that do not check every block used to download all payments and throw most away. A Bloom filter, a compact and fuzzy list of what the wallet is looking for, lets a node send only likely matches. It may send some extras but never misses a real match.
