Proposed a one-time rise in the maximum block size from 1 MB to 2 MB.

It aimed to keep fees and block space in line with market expectations in the short term. Older nodes that fully check blocks would be cut off from the network by the first block over 1 MB, so everyone would have needed to upgrade.
