Lets nodes say whether they offer the bloom filter service that some lightweight wallets use to find their payments.

BIP 37 assumed every node offered this filtering, but it gives wallets little privacy and can be used to overload nodes. This BIP adds a flag that nodes use to announce the service, so node operators can switch it off.
