Compact Block Relay.

Lets nodes send new blocks in a compact form that leaves out payments the receiving node has already seen.

Most transactions in a new block are already waiting in a node's mempool, so sending them again wastes bandwidth and can briefly swamp home internet connections. Compact blocks send short payment IDs instead, and the node fills in the rest from what it has.
