Would let pairs of nodes compare which payments they've heard about, instead of announcing every one to each other.

Today each node tells every connected peer about each new payment, which uses a lot of bandwidth. This step towards a scheme called Erlay lets two nodes regularly work out what the other is missing. Cheaper relay would let nodes keep more connections, making the network harder to split, and lower the cost of running a node.
